Just a note here: The term "rules" isn't an appropriate term to refer to God. The word "rule" is all about domination that only applies to the work of Satan. God doesn't need to rule because It/He simply is the Totality, constant and ineffable. When we put the word "rules" to God, it means we already limit God only as the opposite to the evil one. Religions put God into the mindset of duality with constant struggle, which is wrong.
